Will the government take him seriously?

Chicago Mayor William Thompson is seen dressed in a polka-dot clown costume (Big Bill's political clowning) and holding an umbrella, a trumpet (ballyhoo), and a suitcase (the serious problem of flood control), several papers (request for gov't help) stick out from the suitcase as he walks down a road "to Washington." Watching Thompson walk away are a lion with a book (British history farce) next to him on the ground, and a man (Mid-West) behind a fence who comments, "I hope he doesn't make a joke out of that, too!"
