The shakedown
Two barefoot boys use logs (crime and political graft) to batter an apple tree (American prosperity) and collect apples ($) in two baskets (crime costs to the community - hundreds of millions every year; millions of graft gathered from us yearly). In the background, an older woman (public) and a police officer (the law) argue over the boys destroying the woman's orchard.
