If universal conscription should become law - Placing both men and industries in the hands of the government in case of war
One image depicts a military training scene with the label, "civilians without influence or military experience would be taken from their jobs and placed in 'the combat army.'" In a second image two military officers sit at desks (Major Brown assistant manager, and Captain Scott - chief clerk), another officer carries a book (ledger), and several men in uniform can be seen outside an office-like space. A caption reads: "--while trained military men would be forced into 'the industrial army' by influential friends anxious to protect them."
