The danger of too much economy
A soldier and a sailor (adequate defense) guard several barrels and a mountain of money (America's wealth, prosperity, happiness), while two men (congressman and pacifist) observe them. The "congressman" holds a rolled document (economy program), while the "pacifist" whispers to him, "They're an awful expense! Why not discharge them?"
