How the fish got away

Two scenes depict the change of the public sentiment on the temperance movement since 1918. The first scene (1918) shows a man (temperance leadership) trying to catch a fish (public sentiment) as Mr. Dry rushes over (the coming of prohibition). In a second scene (the present situation), the man who was fishing has now been pushed to the side and sits on the ground, while Mr. Dry has broken the fishing pole (prohibition by force) and the fish has escaped.
